The attacks against home schooling last year in the Texas Legislature were not frontal assaults on home schooling, but they were attacks nonetheless. While we fought to restore parental rights with the Texas Parental Rights Restoration Act (TPRRA), we opposed other measures that would have drastically undermined Texas parents’ ability to protect their families.
Home schoolers were shocked that State Representative Patrick Rose would attempt to change the law to give judges authority to force parents to give CPS (Child Protective Services) access to the child and/or transport the child for “interview, examination and investigation,” without a court hearing or notice to the parent. Worst of all, the language in the current statute that requires CPS to prove “good cause shown” would have been stricken. CPS would have been allowed, during an investigation in which the parents would not waive their 4th Amendment rights, entrance into their home, access to medical or mental health records of their children, or transportation of the child, on the simple filing of an affidavit by a CPS worker with no hearing or opportunity for the parents or their legal counsel to present their case.
State Representative Patrick Rose deceived the Texas House into passing SB 1440 on a floor amendment. Texas parents generated over 17,000 phone calls, e-mails, and letters asking the Governor to veto this dreadful piece of legislation, and we are grateful that he did. Rose, the Chairman of the House Human Affairs Committee, also allowed the TPRRA out of his committee only after he was assured it would die in the Calendars Committee. Rose needs to go!
Why would Rose and other legislators support such blatant attacks on parents and families? They do so because they have been supported in those efforts by those who oppose parental rights in the name of protecting children, and they have suffered no consequences. We can change that. Jason Isaac has been endorsed by THSC PAC and is running against Rose.
Here is the deal. Rose is supported by many special interest groups, even some who generally support conservatives, and will raise a million dollars or more. Isaac is receiving little support from the Republican Party although his Libertarian opponent withdrew from the ballot and endorsed him. We can help elect Isaac by getting volunteers to work for him in his district and, just as importantly, by supporting him financially. THSC PAC is trying to raise $25,000 to $50,000 to support Isaac and send a message to Rose. Legislators must understand that there is a price to be paid if they attack parental rights in Texas, and THSC PAC is best positioned to make that happen; but we can’t do it without you. Please donate to THSC PAC and help us make a difference for parental rights. We need to raise $100,000 to help these candidates and let legislators know we are serious about protecting parental rights and families.
We also plan to help Cindy Burkett against State Representative Robert Miklos, who refused to listen to home schoolers’ concerns about his daytime curfew bill in the last session, and tried to force it through with the help of his Democratic allies in the Texas House. In fact, THSC efforts defeated the bill on a second vote by a margin of only 10 votes. Miklos withdrew his bill with jokes clearly believing there would be no consequences. Miklos needs to go!
We need to give at least $5,000 to Burkett’s campaign to get her elected and send a message to legislators that you will pay the price when you attack home schoolers. Donate to THSC PAC to help us do everything we can to elect pro-parental rights candidates. Next year the Texas Legislature may look at regulating home schools to deal with the dropout rate as Bill White has suggested. They may once again try to expand daytime curfews that often target home school students. They will once again discuss the Texas Parental Rights Restoration Act (TPRRA). How home schoolers and parental rights fare will be determined in large part by what happens at the polls next month.
While it appears more and more likely that Republicans will have significant gains in the U.S. Congress and may pick up a couple of seats in Texas, the result will not be determined by the current polls but by who actually votes. The same is true for the elections to the Texas Legislature. Last session the House Committee on Urban Affairs, which passed the bill to expand daytime curfews, contained four Democratic legislators from the Dallas/Fort Worth area that had defeated longtime home school supporters. They all ignored home school concerns and passed the bill out of committee. If we don’t elect more home school supporters in this election cycle, we can expect more of the same in opposing home schooling and parental rights.
Check for candidates in your area that have been endorsed by THSC PAC and work in their campaigns to help get them elected. Donate to THSC PAC so we can help these candidates and not only elect them but also show political observers that home schoolers are a force to be reckoned with. Our two major targets are Robert Miklos, who sponsored the daytime curfew extension bill, and Patrick Rose, who was the man behind SB 1440.
